The Wyoming Gaming Commission released its June 2026 Wagering Activity Report this week. The headline number, $16,910,875 in online sports betting handle, is essentially flat versus May, but the operator detail contains three unusual data points that are worth pulling out: Caesars posted negative gross gaming revenue, DraftKings reclaimed 2.5 points of market share, and DraftKings quietly entered the Wyoming horse racing ADW market for the first time.

Caesars had negative GGR, bettors won net at the operator
Caesars' gross gaming revenue for June was -$16,131.52. That means Caesars' Wyoming bettors collectively won more than they lost across the month, netted against wager stakes. Negative monthly GGR at a licensed U.S. operator is extremely rare. Two likely factors combined:
- Small handle amplifies variance. Caesars' $847K June handle is the smallest of any Wyoming operator by a wide margin. A single high-stakes winning wager, or a run of favorites hitting on odds boosts, can flip GGR to negative more easily on a small book.
- Aggressive daily odds boosts. Caesars publishes 100+ daily boosts, more than any other Wyoming operator. Enhanced-odds markets structurally compress book edge. When enough of them cash, GGR takes a hit.
The taxable revenue was -$29,902.70 after the standard promotional deductions, and tax due was $0 for the month. Caesars' Wyoming tax bill has now been effectively zero for June and will likely be reduced against future months as the negative carries forward.
DraftKings enters Wyoming ADW horse racing
Buried on page 7 of the WGC's June report is a new ADW vendor line: Draft Kings, $21,682.50 in monthly wagers. This is the first month DraftKings has appeared as a licensed ADW operator in the Wyoming Gaming Commission's reporting. DraftKings Horse Racing (the operator's separate ADW brand) has been active in other states for years, but this is the launch reporting for Wyoming.
June ADW leaders:
- Gameplay: $155,987 (49.7% share)
- TVG: $68,888 (21.9%)
- TwinSpires: $31,708 (10.1%)
- DraftKings (new): $21,683 (6.9%)
- NYRA Bets: $19,124 (6.1%)
DraftKings enters at 6.9% share in month one, immediately overtaking Xpressbet and NYRA Bets. For a Wyoming customer who already has a DraftKings sportsbook account, the horse racing product adds without needing a separate registration flow.
DraftKings reclaims share, BetMGM gives back May gains
May saw DraftKings shed 5.6 points of share to 46.9%. June reversed part of that, DraftKings up 2.5 points to 49.4%. The mirror image is BetMGM, which surged from 10.9% to 15.6% in May and then gave back 2.8 points in June to sit at 12.8%.
The volatility between May and June likely reflects:
- NBA Finals and Stanley Cup timing. Playoff hockey and Finals traffic distributed differently across weekly promo pushes. DraftKings' catalog handled the Finals slate better.
- Belmont Stakes-adjacent activity. The Belmont Stakes (June 6, 2026) drove marginal handle in the horse racing verticals rather than the sports betting side, but DraftKings' new ADW launch benefitted from Triple Crown attention.
- Promo cadence resets. Q3 is when operators re-tune ongoing promos ahead of NFL preseason. Product mix and hold both drifted month-over-month.
Hold normalized
State-wide hold dropped to 8.33% in June from 11.71% in May, closer to the industry-typical 7-10% range. Per-operator picture:
- DraftKings: 7.96% (down from 12.27% in May), closer to normal.
- FanDuel: 10.53% (down from 13.10%).
- BetMGM: 9.10% (down from 12.42%).
- Fanatics: 9.01% (up from 6.20%).
- Caesars: -1.90% (down from 4.43%), the negative-GGR outlier already discussed.
For bettors: June was substantially more customer-friendly than May. Total bettor wins across the state (implied from lower hold) rose roughly $580K net compared to May.
Tax revenue collapse
Total state tax due for June was $81,548, down 44% from May's $145,565. Two factors: Caesars owed zero, and hold across the board compressed, meaning less taxable revenue to apply the 10% rate against. Year-to-date 2026 state sports betting tax revenue is now approximately $850K across six months.
What to watch for in July and August
- NFL preseason kicks off in early August. Handle should return to $20M+ territory as football-first customers reactivate.
- DraftKings ADW ramp. Whether the Wyoming horse racing entry stays a niche add-on or grows to compete with Gameplay is the H2 story.
- Caesars normalizing. Negative GGR is a one-month statistical anomaly at their handle level, but the low-share trend is worth monitoring.
